Back In my opinion you are taking on a huge solved problem in order to get around a trivial hosting issue that would be solved simply by changing the hosting provider for close to $100-200 per year. My time is not worth that effort.
In the past I have developed content management systems when they were not available or they had significant shortfalls. That is no longer the case and I believe you are close to Don Quixote tilting at windmills, but that is your perogative.

Hosting company will not allow php-nuke...
If you still want to go ahead, you will need to think about a web site table
of contents and hierarchy
Site divided in to sections, is that what you mean?
Then you must figure out how much you will represent and how dynamically you
intend to create them.
Need to create them on the fly..
(content caching for performance is a whole line of discussion...)
Not sure how this is done, and good tutorials?
Finally you will need to think through templates or some form of style container.
Hoping I can use a MySQL db for this?
With just a quick thought you can contemplate years of development time, but
have at it...
Don't have years to develop it, and guides/tutorials to short cut this??
