Locate %TOOL%\lib\pgenc.exe in Windows Explorer and set the compatibility to
"Windows 2000" (Properties/Compatibility). And yes, we don't know why this works
either.

As your building for Python 2.5, you have to apply the patch provided by
Christian Ulrich: http://lists.mysql.com/maxdb/28674
